By skin expansion techniques it is possible in some cases to encourage skin to grow enough to cover the glans of males penis to give a false foreskin.  If successful it will give greater sensitivity and some of the original functionality of an intact penis.  You may end up with a penis that looks natural (intact) and functional in a similar way but it will never be equal to what has been amputated.  Even so nearly all men that 'restore' a replacement foreskin report a better and more satisfying sex life and are happy with the results.  This process takes time (years in some cases) and is worth the effort.
